Burlington: Ullery Publishing Company, 1912, pp 122-123 Herbert Hancock BLANCHARD, lawyer, Springfield [Windsor County, Vermont], was born 22 January 1869 at Berlin [Washington County, Vermont], son of Watson S. and Sarah M. (HANCOCK) BLANCHARD. Educated Windsor High School, and University of Vermont, class of 1892. Studied law with J. C. ENRIGHT, Windsor; admitted to the Vermont Bar 1895; engaged in law practice for three years with J. C. ENRIGHT under the firm name of Enright & Blanchard; in 1898 removed to Springfield, where he has since been in practice, since 1907 in partnership with Herbert B. TUPPER. Mr. BLANCHARD is a Republican; was prosecuting attorney for towns of Windsor and Springfield and states attorney of Windsor County 1902-1904; judge of municipal court of Springfield 1909-1910; grand juror of town of Windsor for five years, and town of Springfield for five years; chairman of the Republican county committee; delegate to all the county conventions for the last twelve years, and most of the Republican state conventions. Director and secretary of the First National Bank of Springfield; director and secretary of the Springfield Gas Company; president and director of the St. Johnsbury Gas Company; treasurer and director of the People's Lighting, Heating & Power Company, Barre; member of Springfield Metal Company, brass and bronze founders. In 1895 he [Herbert Hancock BLANCHARD] married [Miss?] Clara M. SILVER of Windsor [Windsor County, Vermont]; they have one daughter, Minerva L. Mr. BLANCHARD is a member of the First Congregational Church of Springfield; treasurer of the church for several years; leader of the men's seminar; trustee of the parsonage; member of the committee on benevolences and apportionment of the same; member of various committees in the Union Association of Congregational Churches for Windsor and Windham Counties, and moderator for 1910 and 1911. Member of St. John's Lodge No. 41, Free & Accepted Masons; Skitchewaug Chapter No. 25, Royal Arch Masons; Springfield Council No. 18, Royal & Select Masons; Holy Cross Commandery No. 12, Knights Templar, Bellows Falls; Mt. Sinai Temple, Mystic Shrine, Montpelier; Springfield Lodge No. 42, Independent Order of Odd Fellows; Springfield Tennis Club; the Cosmopolitan Club; and president of the latter in 1909 and 1910.
