Educated in the Brattleboro public schools. Studied law at home and in the office of his brother, Herbert G. BARBER; admitted to Vermont Bar 1903; has since practiced in Brattleboro; junior member of firm of H. G. and F. E. Barber since 1903. States attorney, Windham County, 1911-1912. In 1911 Frank Elliot BARBER married [Miss?] Elsie Gladys HASKELL of Brattleboro. Mr. BARBER is a Universalist; clerk of Brattleboro Universalist Church six years; superintendent of the Sunday school four years. Member of Brattleboro Lodge No. 102, Free & Accepted Masons; Fort Dummer Chapter No. 12, Royal Arch Masons; Connecticut Valley Council No. 16, Royal & Select Masons; Beauseant Commandery No. 7, Knights Templar; Wantastiquet Lodge No. 5, Independent Order of Odd Fellows; Oasis Encampment No. 5, Independent Order of Odd Fellows; and Canton Palsestine, Patriarchs Militant; Protective Grange; Brattleboro Board of Trade; and Vermont Wheel Club.
