Co., 1894, Part II, pp 11-12 (portrait p 12) Horace Ward BAILEY, of Newbury, was born 16 January 1852 in Newbury [Orange County, Vermont], son of William and Abigail (EATON) BAILEY. His father's family was of English descent, coming to Newbury in 1780. His mother came of Scotch parentage and was the daughter of the late Jesse EATON of Wentworth [County], New Hampshire. Educated in the common schools of his town and at Newbury Seminary, Mr. BAILEY first entered the employment of John LINDSEY at the Fabyan House in the White Mountains, at Old Orchard Beach and in Eastman. In 1882 he opened a grocery store in Newbury Village, where he built up a large and profitable business, but finally sold out in 1890. Since retiring from the mercantile profession he has been chiefly engaged in the settlement of estates in Northern Vermont and New Hampshire. In 1886 he was elected town clerk, which office he still holds. He was superintendent of schools in 1885-1886-1887; for two years chairman of the board of listers; member of county board of education in 1889, and chairman of the board of school directors in 1893; also several years a trustee of the Bradford Savings Bank. His political creed is Republican and in religion he is a liberal. Mr. BAILEY is a man of strong literary tastes, possessing an excellent miscellaneous library, selected with great care and which is not surpassed in his section of the state. Began business life as clerk at the Fabyan House, White Mountains; taught village school several winters; was merchant and town clerk in Newbury ten years; lister six years; town superintendent of schools twenty years. Author of a history of old Newbury Seminary and of the Methodist Church at Newbury; also author of a handbook on the discovery and early history of Lake Champlain for use in the public schools. Is a Republican; member of state committee for Orange County ten years; senator from Orange County 1894-1896; state fish and game commissioner 1894-1900; town representative in the Legislature 1902-1904; state railroad commissioner 1902-1903; member Champlain Tercentenary Commission 1906-1910; U. S. marshal since 1903; one of the vice presidents of the Vermont Historical Society; director in Citizens Savings Bank and Trust Company, St. Johnsbury; chairman of executive committee of Tenney Memorial Library, Newbury, since its foundation.
