Educated at Bennington graded and high schools, and at Brown University, B. A., 1895. Was a real estate broker in New York City from 1897 to 1900. Admitted to the Vermont bar in 1904. Appointed by President Roosevelt postmaster at Bennington in February 1906; reappointed by President Taft in February 1910. Republican; was chairman of the town committee from 1901 to 1906; represented Bennington in the Vermont Legislature in 1904. In religious belief is a Baptist. Is a member of Delta Kappa Epsilon fraternity, Knights of Pythias, Masons, Foresters of America, Benevolent Protective Order of Elks, the Bennington Club, and Mt. Anthony County Club. In 1897 he [Collins Millard GRAVES] married [Miss?] Florence Dewey QUACKENBUSH of Hoosick [Rensselaer County], New York; they have four children: Cebra Quackenbush, William Russell, George Millard, and Van Bechten Breese.
