HOWARD, of Shoreham [Addison County, Vermont], was born 04 December 1846 in Windham [Windham County, Vermont], son of Willard and Sarah (PAGE) HOWARD. Educated at the common schools in Windham and afterward fitted for college at Chester Academy [Windsor County, Vermont]. Entered Middlebury College in 1868 and graduated with honors. In 1874 he received a degree from the medical department of the University of Vermont at Burlington [Chittenden County]. During the next year he studied medicine with Dr. EDDY, of Middlebury [Addison County, Vermont], and afterward, for a year, was in the hospital at Hartford [Hartford County], Connecticut, removing to Shoreham in 1875. From that time he has applied himself to his professional duties and built up a large practice. He has risen from the condition of a poor boy by steady work to that of a man of influence and repute, while he has also acquired some property. Dr. HOWARD has no aspirations for political preferment, but has held several offices, serving continuously since 1881 as town clerk, and also as town treasurer. He has been honored with the town superintendency of schools since 1883, and has been a member of the committee on the county board of education. He is highly esteemed, not as a church member or society man, but for his true worth and high principles. He was a member of the Delta Upsilon fraternity during his college course, and is an attendant of the Congregational church. On 28 November 1876 in the town of Shoreham [Addison County, Vermont], Dr. Charles W. HOWARD was united in wedlock to Lottie N., daughter of Edwin R. and Naomi DOUGLASS. Republican; has served continuously as town clerk since 1881; was town treasurer; was superintendent of schools for eighteen years; was a member of the short-lived county board of education; has been school director nine years; represented Shoreham in the state Legislature in 1908, being elected without a dissenting vote. Was one of the medical state license censors in 1903. Religious preference is Congregationalist. Member of Delta Upsilon fraternity, Middlebury College. In 1876 Dr. [Charles Willard] HOWARD married [Miss?] Charlotte Naomi DOUGLAS of Shoreham [Addison County, Vermont]; they have one daughter, Florence Angelia (now Mrs. Stowell R. WITHERELL).
